I always thought that the Minotaur was never one to kill people but gathering followers and apprentices among young people, from Athens among others. And that drain of youths was enough to rage the Athenian people, after all, joining that "Minotaur order" might have made them as lost for their parents and home town as if they really had been dead. And in the end they sent Theseus after that being to put a stop to it.
I can imagine the Minotaur as someone who was born with a kind of defect, or perhaps suffering from elephantiasis or something similar. But in spite of that having a real enchanting carisma, so he was able to harvest a lot of followers. And why not a lover and a child...
